The dam was constructed in 1976-1982 on the Kamenice River, approximately 2 km above the Josefův Důl municipality. It is the largest water feature in the Jizera Mountains. The earth-filled dam is 720 m long, 43 m high and holds 23 million m3 of water (more than all the other Jizera Mountains dams together) and the dam lake has a surface area of 1.38 km2.

The reservoir serves to supply drinking water to the Liberec and Jablonec regions, to make electricity and as protection against floods.

Near the dam, there is a 60 m tall intake tower from which a 2440 m long pipe goes up to one hundred and thirty metres under the mountain ridge and adits to the water purification plant in Bedřichov.
